The BDA and Which? are outliers in this cluster. Their number of contacts is higher than those of the other groups. For the BDA, the micro-level factor of leadership personalities and the group’s close link with the BDI might be explanations for their more diverse set of contacts. The British Which? also has a diverse set of contacts: the Which?Group, is composed by several legal entities,31 including a company (Which?Limited – Company No 677665), subsidiary companies and a charity.32 This specific set-up, and the accompanying legal and organisational requirements, arguably favours the exchange with other commercial and charitable organisations. Four out of six of the interest organisations in the first cluster focus their contacts on the respective European umbrella organisations. Their coverage is accordingly classified as low. The higher coverage of the other two groups can be explained by specific organisational configurations of the European affairs department, exposure to policy fields which are regulated at the European level and by micro-level considerations such as the role of specific leadership figures.

To sum up, the data shows that the CIP, CGTP-IN, IGM and the TUC have low coverage of both European institutions and of other organisations at the European level. The BDA and Which? have a higher coverage. The groups in the first cluster engage with a limited number of contacts with European institutions and with other organisations – adding to this, their contacts are most of the time institutionalised and structured. Generally speaking, the spread of contacts of the groups in this cluster is limited, both in terms of their institutional contacts and contacts with other organisations. Their coverage is accordingly low.
